Governance & Board Structure -Jissenkō Ryū Karate




Article I — Purpose

This Charter establishes the governance structure, authority framework, and promotion procedures for Jissenkō Ryū Karate.


Jissenkō Ryū Karate operates under a strictly merit-based philosophy. Advancement is determined by demonstrated ability, knowledge, contribution, leadership, and practical application — never by time served.


Board Membership Requirement


All Jissenkō Ryū Karate board members must be practitioners who have trained within the Jissenkō Ryū Karate system. No individual who has not trained within the style may hold a board position. Additionally, all board members must hold a minimum rank of Purple Belt or above within Jissenkō Ryū Karate.


This requirement ensures that all decision-makers possess direct experience and understanding of the system’s philosophy, standards, and technical framework. It prevents external influence from individuals lacking practical knowledge of the art, protects the integrity of governance, and maintains informed, merit-based decision-making aligned with the true identity and direction of Jissenkō Ryū Karate.


Outsiders who have never trained in Jissenkō Ryū Karate are not permitted to grant ranks, alter syllabuses, call meetings, or exercise authority over governance matters within the system. They shall not have the authority to recognise ranks unless explicitly approved by one of the founding members of the style. This policy prevents outside oversight from individuals who do not truly understand the style and who have never trained within it, ensuring that decisions affecting the system are made only by those with direct knowledge and experience of Jissenkō Ryū Karate.



This requirement does not prevent respectful external dialogue or learning from other disciplines; however, formal authority and governance decisions remain reserved for those who have trained within Jissenkō Ryū Karate and understand the system directly.




Article II — Founding Board

Section 1 — Composition

The Founding Board consists of:


  • Sensei Liam Musiak

  • James Musiak

  • Sensei Andy Mifflin

  • Sensei Alan Freeman



The Founding Board serves as the constitutional guardians of Jissenkō Ryū Karate and maintains ultimate responsibility for preserving the integrity, philosophy, and direction of the system.







Section 2 — Authority

Only members of the Founding Board may formally call official board meetings.


Meetings may be called for:


  • Exceptional promotions.

  • Promotions without grading.

  • Structural or philosophical decisions.

  • Technical evolution and syllabus development.

  • Teaching standards and leadership matters.



Senior members outside the Founding Board may request a meeting; however, only a Founding Board member may formally convene it.



















Article III — Senior Technical Council

Section 1 — Composition

The Senior Technical Council consists of senior members appointed by the Founding Board based on merit, experience, and alignment with the philosophy of Jissenkō Ryū Karate.







Section 2 — Role



Council members:


  • Participate fully in discussions.

  • Provide technical review and evaluation.

  • Assist in innovation and system development.






Section 3 — Meeting Authority



Senior Technical Council members may request meetings but cannot independently call them.





Article IV — Merit-Based Advancement Philosophy



Jissenkō Ryū Karate rejects time-served progression models.


Advancement is determined solely by:


  • Technical ability.

  • Practical application.

  • Knowledge and understanding.

  • Leadership and teaching competence.

  • Alignment with system philosophy.



There are no mandatory time requirements for promotion.








Article V — Grading, Review, and Exceptional Promotion Procedures




Section 1 — Standard Grading



Ranks requiring physical grading are awarded through traditional grading procedures.


Board meetings are NOT required for:


  • Single-rank progression.

  • Double grading (two-rank progression).






Section 2 — Exceptional Promotion Review



Board review may occur when:


  • A student’s knowledge and skill significantly exceed their current rank.

  • Advancement beyond standard progression is considered.

  • Rank jumps exceed two grades (triple-rank progression or greater).



Promotion may involve:


  • Board Review + Physical Grading, or

  • Board Review only.






Section 3 — Medical and Safety Review Alternative



Where physical grading is not medically safe due to age, injury, or medical condition, promotion may be conducted through Board Review instead of grading.


Applies to:


  • All Kyu ranks.

  • All Dan ranks.








Article VI — Automatic Meeting Triggers



Meetings automatically occur for:


  • Triple-rank progressions or greater.

  • Exceptional promotions without grading.

  • Promotions to senior Dan ranks (7th–10th Dan).

















Article VII — Senior Dan Rank Philosophy (7th–10th Dan)



There is no physical grading or technical syllabus for 7th, 8th, 9th, or 10th Dan.


The 6th Dan syllabus represents the highest realistic level of examinable physical and mental mastery. Beyond this point, further technical testing adds volume rather than meaning.


Senior Dan ranks are not performance tests. They are ranks of recognition, responsibility, and trust.


Promotion is conferred, not graded.


All ranks above 6th Dan — specifically 7th, 8th, 9th, and 10th Dan — require formal board meetings for consideration and decision-making.





Criteria for Achievement of 7th–10th Dan




1. Demonstrated Mastery of the Art



  • Consistent application of principles under pressure.

  • Stable understanding unaffected by trend or fashion.

  • Ability to adapt the art appropriately to different practitioners.



Technical competence is assumed and not re-examined.





2. Senior Teaching Authority



  • Teaching advanced material with clarity and consistency.

  • Guiding instructors and senior grades.

  • Maintaining depth and accuracy of transmission.






3. Responsibility to the System



  • Upholding standards and values.

  • Supporting health and direction of the system.

  • Placing integrity above personal recognition.






4. Judgement and Restraint



  • Ethical responsibility in teaching and application.

  • Calm decision-making under pressure.

  • Legal, moral, and social awareness.

  • De-escalation prioritised over domination.



Poor judgement is incompatible with these ranks.





5. Conduct and Representation



  • Professional and ethical representation of the art.

  • Avoidance of ego-driven behaviour.

  • Composure in disagreement.

  • Protection of system reputation.






Promotion Process



This involves:


  • Review of conduct, teaching authority, and responsibility.

  • Evaluation of contribution and representation.

  • Collective agreement that standards are met.



There is:


❌ No examination day

❌ No technical syllabus

❌ No physical grading











Article VIII — Promotion Meeting Conduct and Voting Requirements




Section 1 — Non-Attendance Rule



If a student, instructor, or board member’s rank or grade is the subject of discussion:


  • That individual shall not attend the meeting.

  • They shall not participate in discussion or decision-making.

  • The final decision shall be communicated after the meeting has concluded.






Section 2 — Unanimous Agreement Requirement



For all rank and grade decisions:


  • All participating board members must agree.

  • Promotion decisions require unanimous consensus.




Shi Titles — Recognition and Approval



Within Jissenkō Ryū Karate, traditional Japanese shōgō (shi) titles are recognised as formal master-level instructor titles that reflect responsibility, teaching authority, and standing within the system. While Dan grades indicate technical rank, shi titles represent recognition beyond technical achievement alone.


The official structure for shi titles within Jissenkō Ryū Karate and Voracious Karate is fixed and applied without overlap:


  • 5th Dan and 6th Dan — Renshi

  • 7th Dan and 8th Dan — Kyoshi

  • 9th Dan and 10th Dan — Hanshi



Dan grades below 5th Dan do not carry shi titles within this system.


Eligibility for a shi title is determined by Dan grade; however, shi titles are not automatic and are never granted solely based on rank progression. The awarding of any shi title requires formal discussion, approval, and unanimous agreement during an official board meeting.


Shi titles may only be granted and confirmed after a board meeting has concluded and a final decision has been reached. No individual member may independently award or recognise a shi title outside of this process.


This structure ensures that shi titles remain consistent, controlled, and meaningful, reflecting responsibility, trust, and recognition within Jissenkō Ryū Karate.



Article IX — Founder Rank Review Protocol



When the rank of Sensei Liam Musiak is under discussion:


  1. The meeting must be called by other Founding Board members.

  2. Sensei Liam Musiak may not initiate the meeting.

  3. Sensei Liam Musiak shall not be present during discussion or decision-making.






Certificate Structure:


Certificates within Jissenkō Ryū Karate reflect the organisational role of the individual receiving recognition. As the founder of both Jissenkō Ryū Karate and Voracious Karate, Sensei Liam Musiak does not receive club-issued certificates, as the founder cannot be recognised as a student within his own organisation. Founder certificates therefore represent recognition from the style itself and display the official Jissenkō Ryū Karate symbol only. All other practitioners, including senior instructors and Senseis within Voracious Karate, receive certificates bearing both the Jissenkō Ryū Karate symbol and the Voracious Karate logo, reflecting their recognition within the structure of the club. This distinction exists to maintain clarity, fairness, and transparency regarding roles and responsibilities within the system.






Article X — Innovation and Evolution of the Art



Jissenkō Ryū Karate recognises that martial arts must remain living systems that adapt responsibly to changing knowledge, environments, and practical realities.


Innovation is encouraged where it strengthens effectiveness, clarity, safety, or understanding of the art.


All innovation must:


  • Maintain alignment with the core philosophy and principles of Jissenkō Ryū Karate.

  • Demonstrate practical benefit rather than novelty for its own sake.

  • Preserve the integrity and identity of the system.



Proposals for innovation may include:


  • New training methods.

  • Refinement of techniques.

  • Development of original drills or frameworks.

  • Integration of new knowledge that improves real-world application.



Significant innovations affecting the structure or philosophy of the art shall be reviewed through formal board discussion.





Article XI — Syllabus Development and Continuous Improvement



The syllabuses of Jissenkō Ryū Karate are considered evolving documents designed to reflect the highest current understanding of the system.


The purpose of syllabus development is:


  • To improve clarity of progression.

  • To strengthen real-world applicability.

  • To maintain technical depth and consistency.

  • To ensure standards remain meaningful and relevant.


Syllabus changes may include:


  • Addition, removal, or refinement of material.

  • Structural reorganisation for improved learning.

  • Updates based on practical testing, teaching experience, or innovation.


All significant syllabus revisions require review through the governance structure to ensure continuity and preservation of the art’s standards.

The system shall prioritise evolution through thoughtful refinement rather than static preservation.





Closing Statement



This Charter represents the governing foundation of Jissenkō Ryū Karate.


It exists to preserve the integrity of the art, ensure fair and merit-based progression, and provide a clear structure for leadership, evolution, and responsibility. While techniques, methods, and understanding may evolve over time, the principles of honesty, discipline, practical effectiveness, and respect for the art shall remain constant.


Jissenkō Ryū Karate is recognised as a living system — one that honours tradition while embracing thoughtful innovation. Through collective stewardship and unwavering commitment to standards, the Founding Board accepts responsibility for guiding the art forward with clarity, integrity, and purpose.


This Charter shall serve as the enduring framework through which the art continues to grow, adapt, and be transmitted to future generations.
